To: All interested Agencies – Federal, State, and Local – Groups and Individuals This is to give notice that the City of McKenzie under CFR 24 Part 58 has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the fl oodplain and wetland will have on the human environment for a Community Development Block Grant under B-21-DC-47-0001. This proposed project is located throughout McKenzie, Carroll County. This project is for Sewer System Improvements throughout McKenzie. The Town of McKenzie has three major areas that continue to plague the town with overflows. Problem area 1 is in Basins 4 & 6 and has problems with extraneous water entering the collection system causing surcharging manholes. This area will be repaired using point repairs, CIPP lining, and manhole rehabilitation. Problem area 2 is in Basin 9 off Main Street and has extraneous water and surcharging manholes thought to be a problem due to collapsed pipe or the line being too small to handle the flows. The possible solution at this location is a new bore under the railroad to increase the size of the sewer line from 8-inch to 12-inch. Problem area 3 is in Basin 8 near the wastewater treatment plant in lines transporting flow west down Clark Street from HWY 124 to the wastewater treatment plant. Blockages occur in these lines and are thought to be caused by problems in the lines. These will be inspected using CCTV to determine the problem and repaired using heavy cleaning, possible pipe bursting, or CIPP lining, and manhole rehabilitation. Two existing pump stations will be refurbished: the airport pump station outside of town off HWY 22 and the Blackburn PS in the south end of Basin 9. Three manholes at the airport location will be repaired to remove sources of inflow entering the collection system. The City of McKenzie has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and reserve natural and beneficial values: Alternative 1: The project is for sanitary sewer system repairs at 3 major areas that continue to experience overfl ows and the refurbishing/replacement of 2 pump stations. Improvements will consist of line repairs and replacements, CIPP lining, pipe bursting, manhole rehabilitation and replacement, heavy cleaning, and the replacement of 2 pump stations with a package lift station (existing wet wells will remain). Additional testing where needed will consist of smoke testing and CCTV. This is the alternative that was chosen. Alternative 2: This alternative is to do nothing. This is not feasible because the problems with the sewer system would not be corrected. Alternative 3: Move the lines out of the floodplain. This is not feasible since the current lines connect to the water treatment plant and to the homes and businesses and cannot be moved out of the floodplain. The City of McKenzie has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environment files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review, and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons: there will be no alterations to the area, no changes in grades, and no creation or loss of flood storage. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
