CARROLL COUNTY ELECTRIC DEPARTMENT The TVA Board of Directors determined that adjustments to wholesale rates were necessary to recover expected costs. Adjustments approved by TVA will result in a system-wide increase of approximately 1.5% to total retail rates. The TVA Board also approved a wholesale rate restructure. Wholesale energy rates were lowered but offset with the addition of a fixed rate charge to access the power grid, known as the Grid Access Charge. This creates a transition towards recovery through fixed charges instead of through variable energy sales. With this change, TVA is now placing a price/emphasis on the reliability of the power grid and maintaining this reliability. The Carroll County Electric Board of Directors approved a local rate adjustment for the Residential and GSA 1 (small commercial) classes of customers. An increase of $1.15 will apply to the customer charge for the two classes. The rate adjustment will offset a decrease in operating margin due to increased cost of purchased power, along with operation and maintenance expenses. The average residential customer will experience a monthly impact of $3.50. The average GSA 1 (small commercial) customer will experience a monthly impact of $3.52. Total impact is the combination of the TVA wholesale rate change and restructure combined with the local rate action taken by Carroll County Electric. The increases will take effect with TVA’s 2019 budget year that begins Oct. 1, 2018.
