Introduction: City of McKenzie invites proposals for construction to add an addition to the Police Department in the area of the back-parking lot of City Hall located at 2470 Cedar Street, McKenzie TN 38201. The City of McKenzie is the owner of the property. Project summary: The City of McKenzie is adding an addition to the Police Department on a City owned parcel of land adjacent to the existing Police Department between City Hall (west) and the Fire Department(east). The proposed addition will consist of approximately 1000 ( 40’x 24’) square feet for interview rooms which meet social distancing requirements. The addition/ structure/ building will be wood framed construction on a concrete frost wall foundation and slab-on- grade. The attic area trusses will be “tall” enough to accommodate the HVAC system ducting, insulation and lighting requirements between the roof line and the interior false ceiling. There will be grade work and leveling required. Drawing: A rough sketch diagram will be available for review. Measurements will be approximate. Materials will be consistent with current structure or alternate approved by the City. Example- Wood and vinyl vs block and brick. Mechanical/ Electrical/ Plumbing: Included in Contractors plans/ bid consistent with current State/ City codes with appropriate tie in/ connectivity to the electrical system and generator capabilities, HVAC ducting continuation with current system. Communications: Structured Cabling for Voice and Data -Inside-Plant Project Schedule: Unless negotiated otherwise, project construction shall commence on or before Friday October 16, 2020. Contractors shall submit a complete proposed construction schedule with their bid, confirming their ability to start construction on October 16, 2020 and confirming a substantial completion date of December 11, 2020. Permitting and Inspections: City of McKenzie Construction Permit has been or will be obtained by the City prior to the construction start. There is no anticipated delay in proposed construction start date of October 16, 2020. The City of McKenzie Site Plan approval has been obtained for this project. All required construction trade permits and inspections are the responsibility of the Contractor. Submission Requirements: Each bidding contractor is required to complete the bid (form) for the Police Department addition and provide their proposed bid contract value, their proposed alternate values, and their contract percentages for adjustments to the scope of work. Each bidding contractor is required to submit a schedule of values for their proposed base bid contract value by 4 p.m. on Wednesday October 7, 2020. The schedule of values document shall also include a list of bidding contractor’s, major subcontractors with sub-contract values over five thousand dollars. Each bidding contractor is required to provide three reference projects of similar building type, scope and size completed by the bidding contractor in the past five years, including contact information for each project’s owner or owner’s representative. Contact information shall include current phone numbers and email addresses. Each bidding contractor is required to submit a proposed construction schedule, as noted in project schedule section above. Alternates: Bidders shall include alternate pricing for required Alternates on their bid forms. The Owner reserves the right to accept or reject Alternates in any order that best meets the needs and interests of the City. Submission Procedure: Sealed bids due by Wednesday, October 7, 2020, 4 p.m. to McKenzie City Hall, 2470 Cedar St., McKenzie, TN 38201. Bids will be opened at 4:30 p.m. at McKenzie City Hall. Winning bidder will be notified by Friday, October 9, 2020, 4 p.m. Bids/proposals will be evaluated on their overall content of value to the project and may not necessarily be chosen based solely upon cost.
