Cedar Avenue, McKenzie, Tennessee 38201 Separate sealed Bids for the electrical system upgrades and modifications at the water treatment plant, together with all related work as described in the Scope of Work, specified and shown on the Drawings, will be received by the City of McKenzie, TN, at their office located at 2470 E. Cedar Avenue, McKenzie, TN 38201, until 11 a.m. (Local Time) on Tuesday, August 13, 2024, and then at said office opened and publicly read aloud. The allotted time for construction is 630 calendar days. The CONTRACT DOCUMENTS, consisting of Information to Bidders, Bid, Bid Bond, Agreement, Performance Bond, Payment Bond, Specifi cations, Plans, and other contract documents may be examined at the following locations: City of McKenzie, City Hall, 2470 E. Cedar Avenue, McKenzie, TN 38201 Builders Exchange TN, 301 S. Perimeter Park Dr., Suite 100, Offi ce 9, Nashville, TN 37211 West TN Plan Room, 439 Airways Blvd., Jackson, TN 38301 GRW Engineers, Inc., 404 BNA Drive, Suite 201, Nashville, TN 37217 Copies of the CONTRACT DOCUMENTS MUST be obtained at the offi ce of GRW Engineers Inc., located at 404 BNA Drive, Suite 201, Nashville, TN 37217, upon payment of $170 for each set which includes a hard copy and a digital set. TO BID THE PROJECT, YOU MUST PURCHASE A FULL SET OF DOCUMENTS. Digital copies of the bidding documents are available for $75 to Subcontractors and Manufacturers ONLY . Payment is not refundable . Bids from anyone not on the Engineer’s Plan Holders List will not be opened. The City of McKenzie hereby notifi es all bidders that it will affi rmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The City of McKenzie is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a “federally assisted construction contract” and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned fi rms and women’s business enterprises to participate. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. Please Note: Offi cial plan holders list will only be the list maintained by GRW Engineers, Inc. It is the sole responsibility of all plan holders, whether they have received digital downloads or paper copies of the plans and specifi cations, to periodically to check for Addenda which may have been issued. All bidders must be licensed General Contractors as required by the Contractor’s Licensing Act of 1994 of the General Assembly of the State of Tennessee and be qualifi ed for the type of construction being bid upon. This project is being supported with American Rescue Plan Act, Coronavirus State and Local Recovery Fund grant funding. Therefore, certain restrictions and other federal requirements attach to this opportunity. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. The Copeland “Anti-Kickback” Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractor’s must not appear on Sam.gov disbarment list. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifi cations shall be provided and submitted. Subcontractors must also not appear on Sam. gov disbarment list. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. A bid bond or certifi ed check for fi ve percent (5%) of the total bid amount must accompany each bid. The successful bidder will be required to furnish a performance and payment bonds in the amount of his bid. The owner reserves the right to waive any informalities or to reject any or all bids. This project is being supported in whole or in part, by federal award number 21.027 awarded to the City of Henderson, TN by the U.S. Department of the Treasury.
