A traffic stop was initiated, and the driver was identified as Gabriel Ramos, 26. Ramos told the officer he did not have a valid license due to a prior DUI.

Dispatch confirmed that his license had been revoked for DUI since January 2023. Ramos was cited for Speeding (73/55) and Driving While License Revoked (first offense) and advised he had ten days to report to the Carroll County Jail for booking. Upon arrival, officers found William H. Hollowell Jr., 42, lying with his head only inches from the pavement on Highway 70. Hollowell appeared disoriented, with slurred speech, unsteady balance, and impaired coordination, and stated that he had taken Xanax earlier. For his safety, officers offered to transport him home or to the hospital, but he refused and stated he was “not going to jail”.
