Harassment — According to a report made on January 2, officers responded to Lend Nation in Huntingdon in reference to the harassment of an employee. Employees advised that Donald Sullivan entered the business and made inappropriate comments and gestures toward an employee, including asking her age while looking her up and down and licking his lips. Sullivan repeatedly attempted to move closer to the employee and mumbled inappropriate comments each time she stood up from her desk.

The employee reported that Sullivan moved behind her desk and attempted to whisper into her ear, prompting her to yell and run to the back of the store to get away from him. She stated she felt very violated and uncomfortable as a result of his actions. Written statements were obtained from the employee and witnesses, and an arrest warrant was prepared for Sullivan for harassment, which was later served by the Carroll County Sheriff’s Office.

Theft of Property — According to a report made on December 20, officers responded to Walmart on Veterans Drive North in Huntingdon for a shoplifting complaint. Store security reported that Donnie Jay Mathis selected a pair of boots, removed his own shoes, and placed them inside the boot box. The box containing his shoes was then left in the back of the store, and Mathis continued through the store wearing the new boots and a camouflage jacket without paying for either item.

Mathis was escorted to the store’s security office, where he admitted to taking the items and stated that he was homeless. During the investigation, officers recovered a men’s camo jacket valued at $34, a Coast flashlight valued at $39.97, and the men’s boots valued at $64.47. All items, totaling $151.94, were returned to Walmart. Mathis was cited into court for theft of property and advised of the 10-day booking requirement.

Child Abuse and Neglect (non-violent) — According to a report made on December 15, officers received information from the Department of Children’s Services regarding an incident involving Heather Wallin and her two minor children. The report states that Wallin arrived at the Baptist Emergency Room in Huntingdon with both children, who were unresponsive upon arrival. Medical staff noted a strong foul odor coming from the children and observed that one child had a severely saturated diaper.

Officers also noted that the children were not dressed appropriately for the current cold weather conditions.

Medical staff determined the children were suffering from hypothermia and carbon monoxide poisoning. Medical records indicated the children were ice cold to the touch, with purplish discoloration to their hands and feet. One child had a rectal temperature of 92 degrees Fahrenheit and a carbon monoxide hemoglobin level of 40.6 percent, while the other had a rectal temperature of 94 degrees Fahrenheit and a carbon monoxide hemoglobin level of 42 percent. Due to the severity of their conditions, both children were transported to Methodist Le Bonheur for further medical treatment.

Further investigation revealed Wallin was aware that the vehicle she was operating had an exhaust leak and that the heating system was not functioning. Despite the extreme cold weather conditions, she transported the children in the vehicle while attempting to take them to Head Start in McKenzie. Wallin was later taken into custody and charged with child abuse and neglect (non-violent).

Driving on a Suspended License — According to a report made on January 2, Sgt. Kristen Lee observed a vehicle traveling 70 mph in a 55-mph zone on Highway 22 South. A traffic stop was conducted, and the driver was identified as Justin N. Harrigan, who presented a Tennessee driver’s license.

A check through dispatch revealed Harrigan’s license had been suspended as of Oct. 17, 2025, for failure to pay fines and costs. Harrigan stated he had paid the fines in November and provided documentation showing payment, but the license still showed as suspended at the time of the stop. Harrigan was cited into court for driving on a suspended license and given a verbal warning for speeding. He was advised of the ten-day booking requirement at the Carroll County Jail.

Theft of Merchandise — According to a report made on December 21, officers were dispatched to Walmart in Huntingdon regarding two female shoplifters. Store security reported that Regina C. Bryant had taken several items from the store without paying.

The items taken on December 21 were valued at $212.39 and were recovered. Store security also reported that Bryant had been in the store on December 13 and took additional items valued at $93.20, which were not recovered. Bryant was cited into General Sessions Court and charged with theft of property, conduct involving merchandise.

Assault — According to a report made on January 7, officers responded to a 911 call regarding an assault at a residence on Paris Street in Huntingdon. The investigation determined that Rihanna Wilkes was involved in an altercation that escalated into a physical assault. Wilkes allegedly threw a cellular phone, striking the victim in the nose, and grabbed her by the arms during the incident. The victim later sought medical treatment and was advised that her nose was broken in multiple places. Warrants were completed charging Wilkes with assault.

Arson — According to a report made on December 27, officers were dispatched to a residence on Hawkins Lane in reference to a house fire. Upon arrival, officers observed smoke coming from the roof of the residence and made contact with William A. Hollowell, who was seated outside the home. Officers observed a pile of papers that appeared to have been on fire near where Hollowell was sitting, along with a 12-pack of beer with several cans missing, and noted the odor of alcohol coming from his person.

Further investigation revealed an active fire beneath the residence in a basement or crawl space area. Due to the circumstances, the incident was treated as a possible arson, and the scene was secured for further investigation. On December 29, Hollowell was arrested and transported to the Carroll County Jail, where he was charged with arson. The investigation remains ongoing.
