Dogs At Large — On January 9, 2025, a call came into the McKenzie Police Department regarding two loose dogs at a residence on Highland Drive. The property owner stated ownership of four ducks and twelve chickens. Officer Dalton Rasperry counted five of the chickens to be deceased and two were missing. Of the four ducks, all were still alive, however, three showed signs of life-threatening injuries. Animal control was called to the scene to temporarily take custody of the two dogs. The owner of the loose dogs was determined to be Keith Obrien.

Parking Regulations — January 10, 2025, Ptlm. Dustin McClure, while on patrol, was traveling South on Stonewall St. when he observed a blue 2011 Chevrolet Cruze parked and blocking the westbound lane on Walnut Ave.

Ptlm. McClure attempted to make contact with the driver of the vehicle. After multiple attempts to get someone to answer the door while the vehicle blocked an entire lane of travel.

D&D Towing was dispatched to remove the vehicle from the roadway, the vehicle in question was a danger to the public blocking a lane of travel while there was snow and ice on the roadway.

After the vehicle was removed from Walnut Ave., the vehicle owner, Mia J. Jackson advised that she did not have anywhere else to park. Ms. Jackson was informed that her vehicle was towed by D&D Towing. She was cited into Carroll County General Sessions and advised of a 10-day book in for the proper booking procedure at the Carroll County Jail for obstructing highway or other passageway.

Sale/Delivery of a Controlled Substance — On January 11, 2025, Ptlm. Dustin McClure observed a 1997 green Chevrolet pickup truck traveling south on Highland Dr. The vehicle had no working tail lights and the registration light was also not functioning.

Ptlm. McClure initiated a traffic stop on the pickup at 15980 Highland Dr. (Eagle Food Mart). The driver, later identified as Jeremy S. True via his license number, identified himself as Jeremy S. Marcum. The name and date of birth given did not match anything in the statewide system. The social security number that Mr. True gave also was not coming back to him. Dispatch contacted Daviess County Sheriff’s Department in Kentucky in an attempt to identify Mr. True who was still at the time identifying himself as Jeremey Marcum.

Ptlm. McClure requested consent to search the vehicle because the passenger Jamie L. Carter was constantly making secretive movements while on the traffic stop. During the search of the vehicle, a black purse belonging to Jamie L. Carter was located on the floorboard of the pickup. Inside of the purse a digital scale commonly used during the illegal sale of narcotics was found. On the scale, a large amount of a white crystal/powder residue was on the scale. The residue field tested positive for Methamphetamine.

Ms. Carter was arrested for the paraphernalia and placed inside the patrol unit for the drug paraphernalia. Mr. True, still unable to be positively identified because he was still using a fake name, date of birth, and social security number was also placed under arrest. EMS was called to the scene after officers believed that Mr. True had ingested narcotics. EMS cleared Mr. True, and both subjects were transported to the Carroll County Jail for the proper booking procedure.

While at the jail, Jeremy S. True’s positive identification was made and confirmed. A hit out of NCIC showed a full extraditable warrant out of California. A hit confirmation was sent and confirmed with the San Bernardino Sheriff’s Department. Mr. True’s driving status was suspended from 8/25/2014 with no reinstatement date.

Ms. Carter was scanned into the Carroll County Jail and four baggies of a white crystal/powder substance that field tested positive for Methamphetamine were found to be in her bra. Ms. Carter assaulted a corrections officer leaving a mark on her hand while trying to destroy the baggies by throwing them down the toilet at the jail, one of the baggies’ contents was partially destroyed by the water in the toilet bowl. Both subjects were booked into the Carroll County Jail for the proper booking procedure for the following:

Jeremy S. True: Fugitive from justice - Bond - Hold For Judge; Criminal Impersonation - BOND $5,000; Driving on a Suspended - Cite; Financial responsibility - Cite; Light Law Violation - Cite; Display of plates - Cite

Jamie L. Carter: Possession of Schedule 2 w/ intent - Bond - $10,000; Possession of drug paraphernalia - Bond - $ 1,500; Tampering with Evidence - Bond - $ 2,500; Assault on a 1st responder - Bond - $2,500; Possession of Contraband in a penal institution - Bond $ 5,000.

Driving on Suspended/Revoke License — On January 12, 2025, Ptlm. McClure observed a black 2006 Acura ATL traveling west on Cedar St with its drivers side headlight not functioning properly. He initiated a traffic stop of the vehicle.

The driver was later identified via his TN. ID as Joshua L. Cashman advised that he did not have a valid driver’s license. Dispatch advised that Joshua L. Cashman was suspended for an accumulation of points in Tennessee in 2019.

Cashman was issued a General Sessions citation and advised to check himself in the

Carroll County Jail within 10 days for the proper booking procedure for the following: Driving on Suspended (3rd) - Cite.

Driving on Suspended/Revoke License / Display of Registration Plates — January 13, 2025, Sgt. Darren Davis observed a red 2005 Dodge Neon driving southbound on Highland Drive with no functioning registration plate lights.

Sgt. David then performed a traffic stop on the vehicle for display of registration plates. The driver was identified as Robert Anthony Ill via his TN issued driver’s license.

Mr. Anthony stated that his driver’s license might be suspended because of not paying a ticket. After checking his driver’s license status McKenzie dispatch did advise that Mr. Anthony’s driver’s license was currently suspended for an FTA out of Gibson County General Sessions Court with a suspension date of 11/20/2022 to Indefinite.

Anthony was cited into Carroll County General Sessions Court and had 10 days to book himself to the Carroll County Jail for proper booking procedures on the following: Driving on suspended 1st; Display of registration plates.
